ENGINEER, ASSISTANT (Transmission Engineering)

PRIMARY FUNCTION
Under general direction, performs professional transmission engineering design and support work for the District’s transmission and substation facilities. Performs other duties as assigned.

DISTINGUISHING CHARACTERISTICS
Progression to the next level will depend on obtaining required experience and/or certification and vacant positions at the higher level. May be consulted on a 24-hour basis regarding specific engineering issues that may be of an emergency nature, or may be required to supervise and advise internal or third-party workers during maintenance or emergency repair work.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Assists with supervising or coordinating projects performed by consultants for system engineering transmission line projects and related activities of the unit.

2. Assists and designs transmission structures, prepares specifications and administrative documents for future transmission planning and the projection of system needs or upgrades.

3. Assists in preparing cost and feasibility studies for project planning objectives.

4. Performs and reviews complex civil/structural engineering computations for various types of structures, foundation and materials.

5. Reviews and evaluates soil analysis reports for direct embedded or foundation poles.

6. Reviews and designs transmission lines in accordance with required criteria, district standards and having knowledge of California General Orders, National Electric Safety Code and Cal-OSHA.

7. Reviews environmental documents, consultant designs, contractor claims regarding construction change orders, permits for conformance to district policies, procedures and standards for design, operation and maintenance purposes. 

8. Coordinates engineering designs with real estate section and legal counsel representatives as required.

9. Reviews and designs plans and schedules major maintenance associated with transmission engineering projects.

10. Performs or coordinates field inspection of as-built designs and ensures drawings, schematics and maps are correct.

11. Coordinates district and contractor work requirements; inspects construction sites to insure that projects are proceeding appropriately and to resolve problems

12. Assists with training of unit staff regarding drafting, engineering and related activities.

MARGINAL DUTIES AND RESPONSIBILITIES
1. Prepares schedules, reports, records and administrative documents for projects and work activities.

2. Assists in preparing legal engineering documents as they pertain to the district, public and/or private agencies or the general public.

3. Performs other duties or special assignments as required.

MINIMUM QUALIFICATIONS

Education and Experience:
  • Bachelor’s degree with a major in electrical engineering; or Associate’s degree in engineering, four years of experience related to design of power facilities, structures, transmission facilities, and Engineer-In-Training Certificate (EIT) is required.
Licensing, Certificate
  • A valid driver license issued by State of California, Department of Motor Vehicles is required.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge:
  • Engineering Civil or Electrical principles and practices; design related power poles, substation structure and foundation design; design and drafting software; design aides such as terramodel, spreadsheets, AutoCAD, PLS-CAD , FAD, Southwire Sag 10 and other related transmission line design software; report writing; specifications and cost estimates; survey procedures;
  • District rules and regulations such as General Order 95 and General Order 128; contract law; federal and state power system construction codes and regulations; and principles and practices of supervision and personnel management and project management;
  • District, National, State, and Local safety codes and regulations such as National Electric Safety Code (NESC);
  • Personal computer and appropriate engineering and business software.
Skills/Abilities
  • Conceptualize engineering problems and design effective solutions; exercise sound judgment in both routine and emergency situations; maintain effective relations with employees and public/private agencies;
  • Write clear, concise reports; set priorities; assume responsibility for engineering projects; supervise the work of others; read, analyze, and interpret financial reports, performance evaluations, policy and procedure, governmental rules and regulations and legal documents;
  • Apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations; maintain current on industry trends, technical advancements in the field, regulatory changes, adherence to industry or company design standards, changes to the utility or regional system design standards or regulations;
  • Understand safety rules and regulations and work safely; be prompt and regular in attendance; and work courteously and cooperatively with employees, public and/private agency representatives, vendor and manufacturer representatives, regulatory agency representatives and municipal utility representatives.
Tools and Equipment Used :
  • General office equipment, computer, fax machine, copy machine, construction plans, subdivision maps, reference books, charts, tables, graphs, computer printout, calculators, and vehicle.
