PRIMARY FUNCTION: Under general supervision:
- Performs project assignments and analyzes business functions to determine computer system application requirements, and improve business processes, application design, tests, implementation and provides documentation to implement and supports a functional business area.

CHARACTERISTICS: The Business Analyst I is the entry-level classification of the Business Analyst series, which:
- Performs application planning, analysis, design, testing, implementation and support. Progression to the next level will depend on vacant positions at the higher level.
- The incumbent is the liaison for a functional business area and the Information Technology Department and is required to understand in depth functions, processes and applications of at least one business area.
ESSENTIAL DUTIES AND RESPONSIBILITIES: The examples of essential functions listed below are representative but not necessarily exhaustive or descriptive and incumbent may be assigned other related functions not listed herein if such functions are a logical assignment for the position.
1. Plans, develops, and implements business process improvement programs and projects in the business area assigned.
2. Designs, configures, tests and maintains new and existing system applications.
3. Assists business area experts, Programmer Analysts and Programmers in testing and resolving business application problems; and identifies, researches, and resolves user issues.
4. Assists in documenting, designing, configuring, testing and implementing software applications upgrades and patches; and supports software application usage.
5. Assists in analyzing, designing and implementing information system solutions in support of organizational and business requirements.
6. Assists in developing and maintaining standards for system security access and maintains system data integrity and quality of data output.
7. Develops and prepares status reports of system application business processes improvements and problems encountered.
8. Assists in developing training material and trains users on business processes and system application use.
9. Develops and maintains metrics and reports improvements in the business area of responsibility.
MARGINAL DUTIES AND RESPONSIBILITIES
1. Monitors the development of business process improvement assignments.
2. Assists staff in analyzing, testing, and resolving production problems.
3. Determines job scheduling requirements to run batch or interactive jobs.
4. Develops and runs application software queries for business areas.
5. Performs other duties as assigned.
QUALIFICATIONS:

- Education: Bachelor's degree in business administration, computer information systems, computer science or related degree and;
- Experience: One year experience working with a specific business unit and an enterprise system application process or other enterprise resource planning application package system.
- Progressively responsible directly related experience may be substituted for the required education at the ratio of two years of experience for one year of education required.
- Licensing: A valid driver license issued by the State of California, Department of Motor Vehicles is required.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge Configuring and supporting applications; standard or query reporting programs; business process design; personal computer hardware and software such as Microsoft Office, Visio, and any other I/T tools within a network environment;
- System application process or enterprise resource planning package; individual or group training principles and practices; and safe work methods.
- Skills/Abilities Analyze user requirements, develop business rules, document business processes, develop test conditions and test applications in a UNIX, NT operating system using all system application processes, Microsoft Office and other business software applications, manufacturer's operations manuals, programming languages, schematic drawings, and equipment specifications;
- Troubleshoot application problems; maintain accurate and concise records of data; train users on application usage at the unit level;
- Prepare requirements, testing, and recommendations for business improvements; understand safety rules and regulations and work safely; troubleshoot application problems;
- Work with mathematical/ accounting concepts such as accounting principles, probability, discreet mathematics, and fundamentals of statistics; define problems, collect data, establish facts, and draw valid conclusions;
- Work flexible hours and available for on call production support; interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables;
- Manage small to medium sized projects($59K to $100K and 5 or more resources);
- Present to inter-department level groups and communicate technical issues;
- Be prompt and regular in attendance; and work cooperatively and courteously in a team environment with employees, vendors, manufacturer representatives, and public and private agency representatives.

- General office equipment, computer, calculator, file cabinet, telephone, fax machine, copy machine, computer printout, modem, controllers, cable, Microsoft Office, Visio, RS6000, UNIX, ORACLE, other related software and peripheral equipment, and vehicle.
